Makes it unlawful for minors to use, possess, purchase, or attempt to purchase e-cigarettes or e-cigarette products, with items subject to confiscation and destruction by law enforcement.

Prohibits businesses from using self-service displays or vending machines to sell e-cigarettes or e-cigarette products that are accessible to minors.

Requires businesses to display conspicuous signs indicating that sale and possession of e-cigarettes or e-cigarette products by minors is prohibited by law.

Prohibits manufacturers from distributing free samples or coupons for e-cigarettes or e-cigarette products within 500 feet of playgrounds, public schools, or other facilities used primarily by minors, or to minors directly.
