Appropriates $30,000 from the General Improvement Fund to the Department of Human Services - Division of Aging and Adult Services for senior citizen center grants.

Grants may be used for construction, renovation, personal services, operating expenses, equipment purchases, and major maintenance of Senior Citizen Centers.

Allows the Department to adopt new rules and regulations to implement the appropriation without being restricted by requirements applicable to other programs.

Permits institutions and agencies to supplement state funds with grants, donations, and federal funds for project financing.

Effective July 1, 2013, with an emergency clause declaration due to constitutional requirements limiting appropriations to one-year periods.
