Appropriates $100,000 from the General Improvement Fund to the Department of Rural Services for grants to Arkansas' Boys and Girls Clubs for youth program activities, construction, improvements, equipment, renovation, and maintenance.

Appropriates $100,000 for grants to fire departments, counties, municipalities, and other eligible entities for public buildings, community centers, memorials, parks, amphitheaters, recreation centers, fire protection, and cemeteries.

Appropriates $100,000 for grants to counties for law enforcement operating, construction, improvements, equipment, renovation, and maintenance expenses.

Authorizes the Department of Rural Services to accept and use grants, donations, and Federal funds to supplement State Treasury funds, and permits adoption of new rules and regulations to carry out the appropriations.

Effective July 1, 2013, with emergency clause declaring the appropriations essential to agency operations.
