AR HB1456

Requires the Arkansas Public Service Commission to establish that electric utilities purchase remaining net excess generation credits at the utility's avoided costs of wholesale power minus a transmission fee not exceeding 10 percent.

Specifies that net excess generation credits are purchased at the close of the annual billing cycle (May 1 through April 30) or when a customer ceases service, stops operating the facility, or transfers it to another person.

Allows utilities to credit a customer's account instead of purchasing credits if the total purchase price is less than $100.

Establishes that renewable energy credits generated by net-metering customers remain the property of the customer who generated them.

Permits utilities to apply net-metering credits from one facility to another meter location under common ownership at the utility's discretion.
