AR HB1460

Requires owners of Class One, Class Two, or Class Three pleasure vehicles and Class One trucks to provide their driver's license number and issuing governmental entity when registering a motor vehicle, effective January 1, 2014.

Exempts business entities (corporations, associations, partnerships, limited liability companies) and individuals holding valid disability identification cards or disabled parking endorsements from the driver's license requirement.

Establishes that a "valid driver's license" means a license issued by Arkansas, another state, U.S. armed services, or a country with a reciprocal agreement with Arkansas that is not expired, suspended, revoked, or canceled.

Amends grounds for refusing vehicle registration to include failure of an individual or joint owner to provide a valid driver's license, with exemptions for disability card holders.
