Appropriates $80,000 to the Department of Arkansas Heritage for construction, improvements, equipment, renovation, maintenance, and purchase of items relating to the Louisiana Purchase Bicentennial Sculpture.

Funds are payable from cash funds as defined by Arkansas Code 19-4-801 and may be supplemented by grants, donations, Federal funds, and the department's unobligated cash income.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds.

Specifies that Maintenance and General Operations appropriations for the agency cannot be used for purposes of this appropriation.

Declares an emergency effective July 1, 2013, citing the constitutional prohibition on appropriations exceeding one year and the need for immediate funding to support agency operations.
