Amends Arkansas Code § 3-2-403 to require manufacturers, importers, and producers of spirituous and vinous beverages to submit Alcohol and Tobacco Tax and Trade Bureau Certificates of Label Approval for each brand and brand label extension before first shipment into Arkansas on or after July 1, 2013, with a $15.00 registration fee per certificate.

Creates new Arkansas Code § 3-4-608 establishing a supplier permit requirement for spirituous and vinous liquor producers (excluding small farm wine), with a $50.00 permit fee, allowing suppliers to sell only to licensed wholesalers, distributors, or rectifiers.

Establishes the Alcoholic Beverage Control Fund under Arkansas Code § 19-6-819 to collect $15.00 registration fees from brand label registrations and use funds to educate beverage servers and law enforcement, promote alcohol safety awareness, and enforce underage drinking laws.

Permits may be renewed annually and brand label registrations must be renewed annually by suppliers.
