Removes the earned income limit on Medicaid eligibility for working persons with disabilities by deleting the requirement that net combined family income be less than 250% of the federal poverty guideline

Amends Arkansas Code § 20-77-1203(2) to redefine "eligible individual" to include persons who meet disability assets and unearned income standards and would qualify for supplemental security income except for their earned income, without an income cap

Amends Arkansas Code § 20-77-1204 to prohibit rules for the Medicaid Program for Low-Income Disabled Working Persons from including tests for income, assets, or resources

Requires the Department of Human Services to adopt implementing rules and apply for a waiver from the Centers for Medicare and Medicaid Services if necessary for federal approval
