Appropriates $1,000,000 to the Commissioner of State Lands from the General Improvement Fund for grants to fire departments that lower their Public Protection Classification (PPC) rating as determined by the Insurance Services Office (ISO).

Funding also covers personal services and operating costs associated with administering the grant program by the Commissioner of State Lands.

Allows new rules and regulations to be adopted to carry out the grant program without restriction by requirements applicable to other state programs.

Permits fire departments and agencies to supplement state funds with grants, donations, and federal funds for project costs.

Effective July 1, 2013, with an emergency clause declared to ensure immediate operation of the program.
