Appropriates $1,000,000 to the Commissioner of State Lands for grants to fire departments that lower their Public Protection Classification (PPC) rating as determined by the Insurance Services Office (ISO).

Allocates funds for personal services and operating costs associated with administering the grant program by the Commissioner of State Lands.

Transfers $1,000,000 from the General Revenue Allotment Reserve Fund to the General Improvement Fund effective July 1, 2013.

Allows new rules and regulations to be adopted by the Commissioner to carry out the intent of the appropriations without restrictions from requirements applicable to other programs.

Establishes emergency effective date of July 1, 2013, citing constitutional limitations on annual appropriations and the need for immediate agency operations.
