Appropriates $5,070,000 to the Secretary of State for fiscal year 2013-2014, including $50,000 for operating expenses, $20,000 for capital outlay, and $5,000,000 for Broadband Services Enhancements Grants.

Requires the Secretary of State to promulgate rules and regulations for Broadband Enhancements Grants with prior review by the Administrative Rules and Regulations Subcommittee of the Arkansas Legislative Council or Joint Budget Committee.

Mandates the Secretary of State to report annually to the Arkansas Legislative Council or Joint Budget Committee on estimated savings from implementation of the State Internet Public Notice Calendar.

Requires all fund disbursements to comply with State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws.

Declares an emergency effective July 1, 2013, citing the constitutional restriction on appropriations to one-year periods and the essential nature of the appropriations for agency operations.
