Appropriates $750,000 to the University of Arkansas Community College at Hope from the General Improvement Fund for developing and enhancing infrastructure, technology, facilities, and other resources to improve student success.

Authorizes UACCH to accept and use grants, donations including Federal funds, and unobligated cash income to supplement the appropriated State Treasury funds for project financing.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and fiscal control regulations promulgated by the Department of Finance and Administration in fund disbursement.

Establishes that appropriated funds must be used in compliance with stated reasons documented in budget manuals, agency requests, executive recommendations, and legislative recommendations from the Arkansas Legislative Council or Joint Budget Committee.

Declares an emergency clause making the Act effective July 1, 2013 as essential to agency operations and to prevent irreparable harm to governmental programs.
