Amends Arkansas Code § 21-3-302 to clarify and expand the "Veterans Preference Law" for state agencies and institutions of higher education subject to the Uniform Classification and Compensation Act.

Defines "competent" as a good faith determination that a veteran will likely meet performance standards based on application information, interview results, essential job functions, required licensure/certification, and required education or training.

Expands the definition of "veteran" to include surviving spouses of deceased veterans if unmarried at application and throughout the hiring decision, and clarifies service requirements for National Guard and reserve members.

Requires state agencies and higher education institutions to provide veterans preference in interviewing and hiring to applicants who are competent, citizens and residents of Arkansas, and indicate veteran status with official proof.

Establishes point bonuses for veterans with passing examination scores: 5 points for standard veterans and 10 points for disabled veterans or those over 55 years old with service-connected disabilities that disqualify them from the position.
