Appropriates $250,000 to the University of Arkansas Community College at Hope from the General Improvement Fund for the UACCH-Texarkana Campus/Instructional Center.

Funds may be used for construction, property acquisition, site preparation, maintenance, technology upgrades, furnishings, equipment, and library resources.

Institution may supplement state funds with grants, donations (including Federal funds), and unobligated cash income to cover project costs.

Requires strict compliance with state purchasing law, accounting procedures, and fiscal control laws in disbursement of funds.

Takes effect July 1, 2013 and includes an emergency clause citing the state constitution's one-year appropriation limitation.
