Establishes a special Rotary International PolioPlus motor vehicle license plate to honor Rotary International, the Arkansas districts of Rotary International, and Dr. Ben Saltzman, a Mountain Home native who served as District Governor (1952-1954), Rotary International Director (1961-1963), and Arkansas State Health Department Director (1981-1989).

The Arkansas districts of Rotary International shall design the license plate subject to approval by the Director of the Department of Finance and Administration, with plates numbered consecutively.

Requires payment of the standard vehicle registration fee plus a $10.00 design-use contribution (remitted monthly to Rotary International) and a $10.00 handling and administrative fee (deposited into the State Central Services Fund).

Special license plates may be renewed annually or replaced under existing procedures, with renewal fees collected remitted monthly to the Rotary International PolioPlus fund.

Effective January 1, 2014.
