Appropriates $1,450,000 to the Department of Arkansas State Police for fiscal year 2012-2013, consisting of $125,000 for operational expenses and capital outlay, and $1,200,000 for claims settlement.

Authorizes the Chief Fiscal Officer to transfer up to $1,200,000 from the General Revenue Allotment Reserve Fund to the Department of Arkansas State Police Fund to satisfy outstanding claims against the agency.

Requires that all fund disbursements comply with state procurement laws, accounting procedures, revenue stabilization law, and other fiscal control regulations.

Declares an emergency based on the Department's need to settle outstanding claims and the Concealed Carry Division's significant increase in permit applications, making the act effective immediately upon passage.
