Appropriates $200,000 from the General Improvement Fund for grants for Alcohol and Substance Abuse Prevention covering personal services, operating expenses, construction, improvements, equipment, renovation, and maintenance.

Appropriates $200,000 from the General Improvement Fund for grants for Treatment Programs covering personal services, operating expenses, construction, improvements, equipment, renovation, and maintenance.

Allows the Department of Human Services to accept grants, donations, and Federal funds to supplement State Treasury funds for financing project costs.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds.

Declares an emergency effective July 1, 2013, stating that appropriations are essential to agency operation and delay could harm governmental programs.
