Appropriates $200,000 to the Department of Arkansas State Police from the General Improvement Fund for maintenance, operations, personal services, and equipment for firearms training programs.

Allows the Department of Arkansas State Police to accept and use grants, donations, and Federal funds to supplement the appropriated State Treasury funds for project costs.

Prohibits use of the agency's existing Maintenance and General Operations funds for the purposes specified in this appropriation.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursing the appropriated funds.

Declares an emergency effective date of July 1, 2013, finding that timely implementation is essential to agency operations.
