Appropriates $11,754,837 to the Department of Correction for fiscal year 2012-2013, comprising $10,645,878 for regular salaries and $1,108,959 for personal services matching.

Funds are supplemental to appropriations made in Act 266 of 2012 and are payable from the Department of Correction Inmate Care and Custody Fund Account.

Transfers $11,754,837 from the General Revenue Allotment Reserve Fund to the Department of Correction Inmate Care & Custody Fund Account for payment of banked salary obligations, including straight time and holiday compensation.

Requires disbursement of funds to comply with state procurement law, accounting procedures, revenue stabilization law, and regular salary procedures and restrictions.

Declares an emergency due to unforeseen circumstances making current Department of Correction funds insufficient, making the act effective upon passage and approval.
