Appropriates $500,000 to the Arkansas Building Authority from the General Improvement Fund for construction, renovation, maintenance, equipment and repair expenses for Conservation District owned buildings.

Authorizes the Arkansas Building Authority to adopt new rules and regulations to carry out the intent of the appropriation without being restricted by requirements applicable to other programs.

Permits institutions and agencies to supplement state funds with grants, donations, federal funds, and unobligated cash income for project financing.

Requires strict compliance with state purchasing laws, accounting procedures, revenue stabilization laws, and Department of Finance and Administration regulations when disbursing funds.

Establishes July 1, 2013 as the effective date under an emergency clause to ensure essential agency operations.
