Amends Arkansas Code § 14-14-904(c) to clarify notice requirements for quorum court committee meetings, allowing oral notice to committee members at least 48 hours in advance unless an emergency exists.

Requires written notice of at least 24 hours stating the basis of the emergency if an emergency exists for committee meetings.

Adds new provisions to Arkansas Code § 14-14-904(d) establishing that the county judge presides over the quorum court without a vote but with veto power.

Authorizes the presiding officer to appoint all regular and special committees of the quorum court, subject to any procedural rules adopted by ordinance.

Prohibits regular or special committees from consisting of more than a quorum of the whole body without the consent of the county judge.
