Permits private employers and local government employers to adopt voluntary veterans' preference employment policies for hiring, promotion, and retention decisions.

Defines eligible beneficiaries as veterans (with 180+ days active duty or service-connected disability), spouses of disabled veterans, and surviving spouses of deceased veterans.

Requires veterans' preference policies to be in writing, applied uniformly, and may be modeled after existing state employment preference statutes (§§ 21-3-302 and 21-3-303).

Requires applicants to submit a DD 214 (Department of Defense Report of Separation) to employers with a veterans' preference policy to qualify for preference consideration.

Establishes the Department of Workforce Services to maintain a registry of participating employers and requires the Department of Veterans' Affairs and Department of Workforce Services to assist employers in verifying veteran status of applicants.
