Appropriates $3,500,000 to the Professional Bail Bondsman Licensing Board from the Bail Bond Recovery Fund for personal services and operating expenses for the fiscal year ending June 30, 2014.

Funds are designated for recovery of forfeited professional bonds and must be disbursed in compliance with state procurement law, accounting procedures, revenue stabilization law, and other applicable fiscal control laws.

Directs that all funds disbursed be used in compliance with stated reasons for appropriation as documented in budget manuals, agency requests, executive recommendations, and legislative testimony.

Declares an emergency effective July 1, 2013, citing the Arkansas Constitution's one-year appropriation limit and the essential need for immediate agency operation.
