Appropriates $500,000 to the Department of Finance and Administration - Disbursing Officer for a grant to the Arkansas Sheriffs' Association for fiscal year ending June 30, 2014.

Funds to be paid from the Arkansas Sheriffs' Association Education Fund and designated for studying ways to improve sheriffs' office administration and developing education programs for Arkansas sheriffs' offices.

Requires all fund disbursement to comply with state procurement law, accounting procedures, revenue stabilization law, salary procedures, and other applicable fiscal control laws and Department of Finance and Administration regulations.

Establishes that funds must be used in compliance with stated reasons for the appropriation as documented in budget manuals, agency requests, and legislative recommendations.

Declares an emergency effective July 1, 2013, due to constitutional restrictions on appropriations exceeding one year and the need for immediate agency operation.
