Expands the brucellosis control program to a broader Arkansas bovine animal disease program and removes the July 1, 1990 sunset date for the fee authorization.

Changes the fee structure from a fixed $1.00 per head to a variable fee not to exceed $2.00 per head on cattle sold in Arkansas, with the Arkansas Livestock and Poultry Commission establishing the amount by rule.

Prohibits fee increases unless the balance of the Livestock and Poultry Commission Disease and Pest Control Fund falls below $500,000.

Clarifies that the purchaser or livestock auction market shall collect and remit the fee monthly to the Director of the Department of Finance and Administration, with 3% credited to constitutional and administrative funds and the remainder to the special revenue fund.

Makes technical corrections to cross-references in Arkansas Code §§ 19-6-448 and 19-6-301(126) to reflect the expansion from a brucellosis-specific program to a broader bovine animal disease program.
