Appropriates $1,000,000 to the Arkansas Natural Resources Commission from the General Improvement Fund for grants to publicly-owned waste water facilities.

Grant funds may be used for construction, repairs, equipment purchases, improvements, professional fees, and related costs for waste water facility improvements necessary to treat septage from septic tanks or other individual waste water treatment systems.

Authorizes the Commission to adopt new rules and regulations to carry out the intent of the appropriation without restriction from other program requirements.

Allows recipients to supplement State Treasury funds with federal grants, donations, and unobligated cash income to finance the entire project costs.

Effective July 1, 2013, with an emergency clause declaring the appropriation essential to agency operations.
