Appropriates $15,000,000 from the General Improvement Fund to the Department of Human Services - Division of County Operations for homeless shelter grants.

Funds may be used for construction, renovation, personal services, operating expenses, equipment purchase, and major maintenance of homeless shelters.

Allows agencies to supplement state funds with grants, donations, Federal funds, and unobligated cash income to finance the entire costs of projects.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in fund disbursement.

Effective July 1, 2013 as an emergency measure to ensure immediate operation of essential governmental programs.
