Appropriates $15,000,000 from the General Improvement Fund to the Department of Health - Athletic Commission for grants to Boys and Girls Clubs statewide.

Grant funds may be used for construction, renovation, maintenance, purchase of equipment, personal services, and operating expenses.

Requires the agency director to notify the Speaker of the House of Representatives at least 30 days before distributing funds, including the name, address, and amount for each recipient.

Prohibits using existing Maintenance and General Operations appropriations for these grant purposes and requires strict compliance with state purchasing and fiscal control laws.

Effective date is July 1, 2013, with an emergency clause cited due to constitutional restrictions on multi-year appropriations.
