Appropriates $15,000,000 to the Arkansas Agriculture Department for grants to County and District Fairs for construction, renovation, maintenance, and equipment purchases.

Appropriates $15,000,000 for State Fair and Livestock Shows for personal services, operating expenses, maintenance, construction, and renovation costs.

Appropriates $15,000,000 for Alternative Fuels and Energy grants administered by the Agriculture Department.

Appropriates $15,000,000 for Camp Couchdale improvements including facility maintenance, sewer system connection, roof replacement, HVAC units, road resurfacing, and building construction to support Future Farmers of America activities.

Requires the Agriculture Department to notify the Speaker of the House at least 30 days before distributing funds, with each County Fair receiving $7,200 and each District Fair receiving $48,000, adjusted proportionally if actual funding differs from total authorized amounts.
