Appropriates $30,000,000 from the General Improvement Fund to supplement distributions to Arkansas cities and incorporated towns according to Arkansas Code 19-5-601 formulas.

Appropriates $30,000,000 from the General Improvement Fund to supplement distributions to Arkansas's 75 counties according to Arkansas Code 19-5-602(c)(1)(A) formulas.

Requires the Department of Finance and Administration to notify the Speaker of the House of Representatives at least 30 days before distributing funds, including the name, address, and amount for each recipient.

Restricts use of appropriated funds to purposes stated in budget manuals, Executive Recommendations, Legislative Recommendations, and official legislative minutes; prevents use of maintenance and operations funds for these purposes.

Declares an emergency effective July 1, 2013, citing the constitutional prohibition on multi-year appropriations and the essential nature of these distributions to agency operations.
