Appropriates $10,000,000 to each of 38 higher education institutions and university systems from the General Improvement Fund for construction, renovation, maintenance, critical maintenance, equipment, security enhancements, technology upgrades, and library resources.

Institutions receiving funding include Arkansas State University (Jonesboro and System), Arkansas Tech University (main and Ozark Campus), Henderson State University, Southern Arkansas University (main and System), University of Arkansas (main, Division of Agriculture, System, Fort Smith, Little Rock, Monticello, Medical Sciences, and Pine Bluff), University of Central Arkansas, and 16 community colleges.

Allows institutions to supplement state funds with grants, donations, Federal funds, and unobligated cash income for project financing.

Restricts use of appropriated funds to stated purposes and requires compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, and Revenue Stabilization Law.

Declares an emergency clause to make the act effective July 1, 2013, stating the appropriations are essential to institutional operations for the one-year fiscal period.
