Appropriates $15,000,000 to the Department of Arkansas Heritage - Historic Preservation from the General Improvement Fund for operating expenses and grants associated with historic preservation projects.

Director must notify the Speaker of the House of Representatives at least 30 days before distributing any funds, providing the name, address, and amount for each recipient.

Agencies may supplement state funds with grants, donations, federal funds, and unobligated cash income to finance project costs, but existing maintenance and general operations funding cannot be redirected for these appropriations.

All disbursement of funds must comply with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws unless otherwise specified by law.

Act becomes effective July 1, 2013, under an emergency clause declaring that delayed effectiveness could harm the agency's operations and essential governmental programs.
