AR HB1606

Appropriates $20,000,000 from the General Improvement Fund to the Department of Human Services - Division of Community Service and Nonprofit Support for grants to eligible entities providing non-profit support throughout Arkansas.

Requires the agency director to notify the Speaker of the House of Representatives at least 30 days before distributing any funds, including the name, address, and amount for each recipient.

Allows new rules and regulations to be adopted to carry out the intent of the appropriation, without restrictions applicable to other programs currently administered.

Permits recipient agencies to supplement State Treasury funds with grants, donations, Federal funds, and unobligated cash income, provided that existing Maintenance and General Operations funds cannot be used for these appropriations.

Establishes an effective date of July 1, 2013 as an emergency measure to ensure continued operation of the agency and provision of essential governmental programs.
