Appropriates $30,000,000 from the General Improvement Fund to the Department of Finance and Administration for grants to fire departments.

Requires distribution of funds to each county based on percentages prescribed in Arkansas Code 14-284-403, with Pulaski County Fire Departments receiving distributions solely on a per capita basis.

Permits fire departments to use grants for maintenance and general operations, firefighting training, purchase of firefighting equipment, and other expenses necessary for fire protection services.

Exempts fire departments receiving these grants from meeting requirements or criteria under Act 833 of 1991 or Arkansas Code 14-284-401 through 14-284-411.

Requires the agency director to notify the Speaker of the House of Representatives at least 30 days prior to fund distribution, identifying each recipient and the amount distributed.

Becomes effective July 1, 2013, declared an emergency measure under the Arkansas Constitution's one-year appropriation limit.
