Appropriates $20,000,000 to the University of Arkansas for Medical Sciences - Child Abuse/Rape/Domestic Violence Commission for statewide grants to domestic violence shelters.

Appropriates $10,000,000 for statewide grants to crisis centers serving women and children.

Appropriates $20,000,000 for grants to Child Advocacy Centers for construction, renovation, maintenance, equipment purchase, and operating expenses.

Requires one-half of total grants to be equally distributed among all recipients in each category, with the remaining one-half distributed based on needs and number of people served as determined by the Executive Director.

Grants and distributions are effective from July 1, 2013 through June 30, 2014, with the Executive Director required to notify the Speaker of the House of all recipient names, addresses, and distribution amounts at least 30 days prior to disbursement.
