Appropriates $80,000 from the General Improvement Fund to the Department of Finance and Administration - Disbursing Officer for grants to local law enforcement for expenses related to mass gathering events.

Limits individual grants to no more than $10,000 per law enforcement agency or entity per mass gathering event.

Restricts the use of funds to mass gathering events that require purchased tickets for entry.

Authorizes the adoption of new rules and regulations to implement the appropriation, without being restricted by requirements applicable to other programs currently administered.

Declares an emergency effective date of July 1, 2013, to ensure funds are available for agency operations during the 2013-2014 fiscal year.
