Appropriates $500,000 from the General Improvement Fund to the Department of Community Correction for equipment, professional fees, and costs related to electronic monitoring.

Permits the department to supplement state funds with grants, donations, federal funds, and unobligated cash income to finance the entire project costs.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in fund disbursement.

Directs that funds be used in compliance with stated reasons documented in budget manuals, agency requests, executive recommendations, legislative recommendations, and official legislative minutes.

Declares an emergency clause to make the act effective July 1, 2013, citing the constitutional one-year limit on appropriations and need for immediate agency operations.
