Requires each tobacco wholesaler to file monthly reports with the Director of Arkansas Tobacco Control by the tenth day of each month detailing deliveries to retailers and other wholesalers within Arkansas and outside the state.

Reports must include retailer/wholesaler names and addresses, permit numbers, and detailed delivery information including quantities, units, and brand styles of cigarettes, cigars, and other tobacco products, separated by stamped and unstamped packages.

Establishes electronic filing as the primary reporting method, with the director authorized to approve alternative methods if electronic filing is not reasonably feasible or if another method is determined more efficient.

Designates reported information as confidential and not subject to public release, except when submitted as evidence in concluded investigations or administrative/criminal charges, with advance notice required to allow wholesalers to seek protective orders.

Permits information sharing with appropriate state taxing authorities, requesting law enforcement agencies, and the Arkansas Attorney General, all of whom must maintain confidentiality of the information.

Act becomes effective September 1, 2013.
