Appropriates $2,000,000 to the University of Central Arkansas from the General Improvement Fund for construction, renovation, planning, critical maintenance, equipment, and technology improvements.

Prohibits contracts or obligations from exceeding available State Treasury funds, but allows the university to supplement with grants, donations, Federal funds, and unobligated cash income.

Requires compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement.

Specifies that appropriated funds must be used in compliance with stated reasons documented in budget manuals, agency requests, legislative recommendations, and official minutes of the Arkansas Legislative Council or Joint Budget Committee.

Declares an emergency effective July 1, 2013, citing the constitutional prohibition on multi-year appropriations and the essential need for immediate operational funding.
