Appropriates $500,000 from the General Improvement Fund to the Department of Education for grants supporting college and career preparation programs for at-risk students.

Funds may be used for personal services, operating expenses, major maintenance, construction, renovation, or equipment purchases related to the programs.

Allows the Department to adopt new rules and regulations to implement the appropriation without being restricted by requirements applicable to other existing programs.

Permits institutions to supplement state funds with grants, donations, federal funds, and unobligated cash income for project financing.

Act becomes effective July 1, 2013, with an emergency clause declaring immediate implementation necessary for essential government operations.
