Appropriates $20,000,000 to the Department of Finance and Administration - Disbursing Officer for cost-of-living adjustments and twenty-seventh pay period payments for fiscal year 2013-2014.

Funds shall be disbursed from the Salary Saving Fund and are subject to compliance with state procurement, accounting, budgetary, revenue stabilization, and salary procedures laws.

Requires all fund disbursements to comply with stated legislative intent as documented in budget manuals, agency requests, executive recommendations, and legislative testimony.
