Appropriates $100,000 to the University of Arkansas for Medical Sciences for the Area Health Education Center - West, payable from the General Improvement Fund.

Funds may be used for personal services, maintenance and general operations, information technology equipment and software, generators, research, and patient care and support expenses.

Institutions may supplement state funds with grants, donations (including Federal funds), and unobligated cash income to finance project costs.

Requires strict compliance with state purchasing laws, accounting procedures, revenue stabilization laws, and other fiscal control laws in disbursing funds.

Act becomes effective July 1, 2013, declared as emergency legislation to ensure continued agency operations.
