Exempts active duty military personnel and their spouses from the 90-day Arkansas residency requirement for concealed handgun licenses if they submit documentation of active duty status.

Allows the Department of Arkansas State Police to issue concealed handgun licenses to federally recognized National Guard officers, reserve component members, and active duty military personnel.

Requires military applicants to submit documentation including completed application, fingerprints, training certificate, military qualification records, military identification card, and application fees.

Permits military qualification and live fire tests conducted by the United States armed forces to satisfy licensing requirements in lieu of separate civilian training.

Licenses issued under this section expire five years from issuance or upon expiration of the applicant's military identification card, whichever occurs first.
