Appropriates $1,000,000 to the Department of Arkansas Heritage - Historic Preservation for historic theater preservation grants and general improvement projects.

Authorized uses of funds include renovation, remodeling, reconstruction, restoration, acquisition, furnishing, equipping, maintenance, personal services, and operating expenses of historic theaters.

Allows the department to accept and use federal funds, grants, and donations to supplement state treasury funds for project financing.

Appropriations are not restricted by requirements applicable to other department programs; new rules and regulations may be adopted to carry out the intent of the act.

Act takes effect July 1, 2013 as an emergency measure necessary for immediate agency operation.
