Appropriates $75,000 to Crowley's Ridge Technical Institute from the General Improvement Fund for personal services, operating expenses, construction, improvements, equipment, renovation, and maintenance.

Prohibits contracts or obligations exceeding available State Treasury funds, but allows the institution to accept grants, donations, and Federal funds to supplement the appropriation.

Requires compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds.

Reserves existing Maintenance and General Operations appropriations and prohibits their use for purposes covered by this appropriation.

Declares an emergency effective July 1, 2013, citing the constitutional prohibition on multi-year appropriations and the essential nature of immediate funding for agency operations.
