Appropriates $100,000 to the Department of Rural Services for grants to fire departments, counties, municipalities, and other eligible entities for fire protection, search and rescue, emergency medical services, and emergency management programs.

Appropriates $100,000 for grants to Arkansas Boys and Girls Clubs for operating, construction, improvements, equipment, renovation, and maintenance expenses associated with youth program activities.

Appropriates $100,000 for community improvement grants to counties for county fairs and rodeos operating, construction, improvements, equipment, renovation, and maintenance expenses.

Authorizes receiving institutions and agencies to accept and use grants, donations, and Federal funds to supplement State Treasury funds, but prohibits using existing Maintenance and General Operations appropriations for these purposes.

Takes effect July 1, 2013 and declares an emergency due to constitutional restrictions on appropriations lasting more than one year.
