Appropriates $360,000 from the General Improvement Fund to the Economic Development Commission for grants to cities, counties, planning and development districts, and other eligible entities.

Eligible uses include land acquisition, construction, renovation, equipment purchase, industrial site development, intermodal facilities, rail and road improvements, environmental mitigation, and water and sewer system projects.

Appropriations are not restricted by requirements applicable to other programs, and new rules and regulations may be adopted to carry out the intent of the appropriation.

Funds may only be disbursed up to State Treasury amounts available, though recipients may supplement with grants, donations, and Federal funds.

Act takes effect July 1, 2013 on an emergency basis to ensure immediate operation of the Economic Development Commission.
