Appropriates $10,000,000 to the Department of Education from the General Improvement Fund for financial awards to public schools through the Arkansas School Recognition Program.

Requires all spending to comply with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws unless otherwise specified by law.

Permits the Department to supplement state funds with grants, donations, Federal funds, and unobligated cash income for the program.

Directs that funds must be disbursed in compliance with Agency Requests, Executive Recommendations, and Legislative Recommendations documented in Department of Finance and Administration budget manuals and legislative minutes.

Declares an emergency clause making the act effective July 1, 2013, citing the constitutional prohibition on multi-year appropriations and the necessity for immediate operation of the program.
