Appropriates $300,000 to Northwest Arkansas Community College payable from the General Improvement Fund for grants to Children's Advocacy Centers.

Allows the college to accept and use federal grants, donations, and unobligated cash income to supplement state funds for the project.

Specifies that existing Maintenance and General Operations appropriations cannot be used for purposes covered by this appropriation.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement.

Declares the act effective July 1, 2013 as an emergency measure necessary for immediate government operations.
