Appropriates $1,300,000 from the General Improvement Fund to the Arkansas Science and Technology Authority for broadband mapping and activities that increase broadband access and adoption through data collection and planning.

Appropriates an additional $1,300,000 from the Miscellaneous Agencies Fund Account to the same authority for identical broadband mapping and planning purposes.

Allows the Arkansas Science and Technology Authority to accept grants, donations, and Federal funds to supplement State Treasury funds for project financing, and permits use of unobligated cash income.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds.

Becomes effective July 1, 2013, with an emergency clause declaring the appropriation essential to agency operations.
